Starting January 15, 2022, international travellers over the age of 18 will be allowed to enter Canada only if they are fully vaccinated with a vaccine accepted by the Government of Canada for the purpose of travel to and within Canada. International travellers under the age of 18 will be exempt from this rule and can enter Canada regardless of their vaccination status, provided they attend a designated learning institute with a COVID-19 readiness plan.
Essential travellers must also be fully vaccinated in order to enter the country, which includes:
- family members of Canadians, permanent residents, and people registered under the Indian Act;
- international students age 18 and older;
- athletes;
- work permit holders, except for those working in agriculture and food processing; and
- essential service providers, including truckers.
Canadian citizens and permanent residents cannot be denied entry into Canada. However, unvaccinated Canadians will need to meet the pre-entry, arrival, day-eight testing, and quarantine requirements.
Exemptions:
- Agricultural and food processing workers
- Marine crew members
- People coming to Canada on compassionate grounds
- New permanent residents
- Resettling refugees, and
- Some children under age 18.
To qualify as a fully vaccinated traveller to Canada, you must:
- have received at least 2 doses of a vaccine accepted for travel, a mix of 2 accepted vaccines or at least 1 dose of the Janssen/Johnson & Johnson vaccine
- have received your second dose at least 15 calendar days before you enter Canada
- Example: if your second dose was anytime on Thursday July 1, then Friday July 16 would be the first day that you meet the 15-day condition
- have no signs or symptoms of COVID-19
- follow pre-entry testing and entry requirements
- upload proof of vaccination in ArriveCAN
- complete your ArriveCAN submission and and have ArriveCAN receipt with letter I, V, or A beside your name
- complete arrival test and quarantine if selected
- monitor for signs and symptoms of COVID-19 for the 14 days after entry into Canada
- if you have symptoms of COVID-19, seek advice from local public health
Before travelling to Canada, you must:
- upload your proof of vaccination in English or French into ArriveCAN
- submit a quarantine plan in ArriveCAN and Portal, as well as meet the entry requirements under the current travel restriction policies. The final determination of your quarantine exemption is made by a government representative at the border.
- Prepare your additional documents to enter Canada during COVID-19 if you’re eligible to travel.
- Ensure you have the proper health coverage. Winter UHIP coverage is effective from December 10 or the date of your arrival in Canada, whichever comes last.
- Create and finalize your quarantine plan. Once the details of your plan are confirmed, you’ll be required to share it with Canadian Border Services Agency (CBSA) before travelling to Canada by inputting the details into ArriveCAN.
